How long does it take to burn in UV 3?
At UV index 3, the erythemal-dose model computes a first-perceptible-reddening reference dose after roughly 44 minutes of continuous unprotected exposure for Fitzpatrick skin type I, and roughly 3 hours 42 minutes for type VI. The full type I–VI table is below, with the arithmetic and the sources.

The fourth column is a fixed 0.6 multiple of the third — an arithmetic margin for the roughly ±30–50% spread in published reference doses within one phototype. It is what the app reports.

The guide gives its reasoning directly: “people tend to interpret burn times to mean that there is a safe level of unprotected sun exposure”, and relating index values to a time to burn therefore “sends out the wrong message”.

What UV 3 means
Three is the switch-point in the published scheme. WHO’s Table 1 puts 3 at the bottom of the Moderate band, and the guide states the threshold outright: “Even for very sensitive fair-skinned people, the risk of short-term and long-term UV radiation damage below a UVI of 3 is limited, and under normal circumstances no protective measures are needed. Above the threshold value of 3, protection is necessary, and this message should be reinforced at UVI values of 8 and above.” It is not an arbitrary number that happens to carry a label: it is the lowest reading at which the guide stops saying “low”.
In dose terms the index is linear by definition, so UV 3 delivers erythemal dose at a fixed, calculable rate. Everything in the table below follows from that one rate divided into each Fitzpatrick type’s reference minimal erythema dose.
Where and when UV 3 actually occurs
A reading of 3 comes from a modest sun elevation, so it turns up at the edges of strong days and in the middle of weak ones. Readings of 3 typically come from:
- Clear-sky midday at mid-latitudes (roughly 35–50°) in early spring and mid-autumn.
- The shoulders of a mid-latitude summer day — the index passes up through 3 in mid-morning and back down through it in late afternoon.
- Midday in the subtropics in midwinter.
- A winter day at altitude. WHO records the index rising 10% to 12% for every 1000 metres of altitude, because a thinner atmosphere absorbs less UV. Ground reflection is a separate effect: fresh snow reflecting “as much as 80% of UV radiation” does not raise the reported index — the index is defined for a horizontal surface — but it does raise the dose a person actually receives, which is why WHO writes that snow reflection “can double your overall exposure, especially at high altitude”.
At mid-latitudes in summer, 3 is usually a boundary the day crosses twice rather than a level the day sits at. The index spends its highest hours well above it and passes through it only briefly on the way up and the way down.

What the published guidance says at UV 3
The US EPA groups 3 with the range it labels “Moderate to High” and publishes for it: “Protection needed. Seek shade during late morning through mid-afternoon. When outside, generously apply broad-spectrum SPF-15 or higher sunscreen on exposed skin, and wear protective clothing, a wide-brimmed hat, and sunglasses.”
Note what the WHO passage above does not say. It does not describe UV 3 as a point below which nothing accumulates — the model on this page still computes a dose at UV 2 and UV 1, it simply takes proportionally longer to reach the same reference dose. What the guide asserts is narrower: that below 3, damage is limited and no protective measures are needed under normal circumstances.

Check the arithmetic
At UV 3, an hour of continuous exposure delivers
3 × 0.9 = 2.7 standard erythema doses. Fitzpatrick type
II’s reference dose is 2.5 SED, so
2.5 ÷ 2.7 × 60 = 56
minutes. Every row in the table above is that division with a different reference dose.

- Is UV 3 high?
- By WHO’s published categories, no: 3 is the bottom of the Moderate band (3 to 5). It is, however, the exact level the guide names as its threshold — “Above the threshold value of 3, protection is necessary” — so it is the boundary between the two halves of the scale rather than a low reading.
